1950s Charles Mingus, Les Paul, Chuck Berry
1960s The Beatles (duh), The Who, The Kinks
1970s Joy Division (again duh), Pink Floyd, The Clash
1980s XTC, Tuxedomoon, The Smiths (all duh)
1990s Nirvana, R.E.M., Elliott Smith
2000s Bon Iver, Blue October, Brand New (honorable mention to TATE though 4 of my favorite ever bands)
2010s Monarchy, The National, Tame Impala _________________

My pick, mixing through a few genres.
60s - The Beatles
70s - Pink floyd
80s - Michael Jackson (easy to forget how good he was in his early days)
90s - the prodigy
00s - Radiohead (arguably 90s...but hey ho....)
10s - hmm......Muse I guess. (although my 3 girls say it's one direction)

best and in most cases a runner-up based on personal preference obviously but circling around their contributions in the way of texture, palette, development of the avant-garde and daring (though not always difficult to listen to). these are, i believe, the true pioneers of the past century or so of recorded and/or composed music in the west, the former half being my personal selections out of the canon, and particularly the last few decades being my predictions for what will be considered our contemporary equivalents as time continues to unfurl itself.
1910s: Arnold Schoenberg
1920s: Louis Armstrong, Anton Webern
1930s: Billie Holiday, Django Reinhardt
1940s: Zhou Xuan, Pierre Schaeffer
1950s: Chet Baker, Joao Gilberto
1960s: Sun Ra, The Velvet Underground
1970s: Nico, John Fahey
1980s: Talking Heads, Cocteau Twins
1990s: Basic Channel, Regis
2000s: Panda Bear, Madlib
2010s: A. G. Cook, Kanye West
