Can someone explain how art punk is still under the umbrella of Punk Rock and post-punk and new wave isn't.

I've never seen someone sort art punk under punk rock but not sort post-punk and new wave under it, too. It's more paying homage to spiritual origins at that point, imo, and art punk has almost nothing to do sonically with punk rock music, same as those other genres you mentioned.

I personally don't count post punk as a sub genre of punk. They are so different in many ways. the majority of post punk is quite slow, darker, broodier and ambient and the majority of punk is fast, more upbeat, simpler music.

in my own list, i tended to drift towards the acts that still have a certain kick to them, but i think this is one of the main failings of post-punk and punk as umbrella labels, 'cause i agree on the surface that post-punk has those qualities, but then Dog Faced Hermans are fast-paced and kind of a racket, and a band that sounds very similar in many ways, the Orthotonics, are described as prog, but that seems to wholly rely on their use of a horn section and inventive time signatures, both of which appear in some dosage with Talking Heads, then there's the whole no wave thing where that's surely even more punk rock than punk rock but has so few audible similarities... it all makes the head spin. drawing a firm line i don't think is very possible unless you go huge genre nerd and really start drawing random lines even within scenes (e.g. the argument can be made that Blondie and Talking Heads should be considered different genres).
