September 2008 really wasn't that long ago. Most people should be able to remember the financial collapse brought about by big banks taking advantage of minimal regulations regarding sub-prime loans, bundling a bunch of crappy loans up with a couple good loans and passing it all off as good loan bundles. Then there's the issue of banks being in the business of financial speculation when they really should just be there for savings, investments and general handling of money, not taking risks on stocks or 5/1 ARMs for people that can't afford the balloon payments.

Overregulation is the opposite of the problem.
