You can talk about the Declaration of Independence or even make amendments to it, just not on the original document itself... analogy stands. 
I agree though that this is an utter non-issue. All systems have an archive (and if they don't then they should) because it is standard practice and allows for the better management of information. Trying to turn it into some kind of censorship conspiracy is ridiculous to the point of laughable!
