Is good music written ONLY in english? I don't think so...
I am sure you heard some good stuff sung in german, russian, japanese, arabic, spanish, etc...

While they sometimes speak English, i think the Mars Volta is a very good foreign language group.

Well they mostly sing english and they ARE international stars what disqualify them here... still - one of my favorite bands :D

I highly recommend Brazilian Tropicalia artists like Gal Costa, Chico Buarque, Caetano Veloso, Milton Nascimento, and Os Mutantes.

On another note, I have Polish heritage and went to Krakow for the first time a couple of years back. I didn't hear anything of particular note out there and my Polish cousin was into heavy metal. Anything you might recommend for me?
