The Who's got great lyrics, but as far as I'm concerned it doesn't get much better lyricwise than Time, Us and Them, Brain Damage, Have a Cigar, and Wish You Were Here (to name a few), in my opinion.

Why are you only comparing it to albums from the '70s?

The Piper at the Gates of Dawn (Floyd's best album) >> Quadrophenia (The Who's best)

I disagree with the "More fun" part. The Who could be freaking dull sometimes. So could Pink Floyd, but that happened less and overall, I think Floyd was more interesting. WITH better ideas. And sometimes, better lyrics too.

Though The Who DID have Keith Moon, and better vocals a few times. I'll give them that. And it was a bit difficult to choose.

Oh, and The Who and Led Zeppelin would be much much MUCH more difficult. They are often equally good.
Led Zep and Floyd, though, I think Floyd would still win.
