I said he "came across" as totally normal, I didn't claim he was.
But I do feel that a person whose life apparently revolved around watching shows like Game of Thrones and Breaking Bad, and tweeting about how many hours of sleep he's getting, and quoting random rap verses (etc.), is hardly the mastermind behind a bombing attack. I think if what we hear on the news is true, he was probably an accomplice to his brother.
Also, I wish everybody would stop putting emphasis on the fact that these guys are "Chechen muslims". As far as I know, they emigrated from there over 10 years ago and were American citizens. This younger guy was a student.
I hope he survives and we get a fair trial on this.

They were some guys like any of us doing sth extreme for the sake of adventure and not thinking a second about it.

There's no arguing it that someone who wants to kill innocent people with bombs is indeed crazy (i.e. has mental problems) but that he may not show it in his everyday life (after all no-one thought John Wayne Gacy Jr. was mad, he was taken for a clown). But that hardly matters; because so what? There are millions of people out there and you don't know a thing about their mental health and there are many people that you kinda know about their mental health and they are in mental hospitals, so when one of them tries to plant a bomb somewhere what you're gonna do? Talk about things that you can do sth about or you can take measures against.

What measures do you suggest? Ban public gatherings? Ban pressure cookers?

Increasing public awareness. Better and more thought-provoking education system (testing immigrants on these issues to see what's their world-view and whether they have a defend-able general understanding of political system, cultural outlook, views on human rights, etc.) and many more. Though I aksed you to recommend some but you cannot because you don't care. I'm pretty sure you're one of those "whatever" guys.

Plus having people who work in shops actually notice and question why people are buying so many chemicals from them.
