Well, it may be a random list, but I'll put some recommendations from my home country (Indonesia) and from others:

1. Endah N Rhesa. They have produced 2 studio albums, Nowhere to Go and Look What We've Found. Though the songs are all in English, but they're very worth to listen.
2. Jubing Kristianto. He plays mostly in instrumental acoustic guitar with very smooth music. You can download many of his works on jubing(dot)net .
3. Various Artists (Thailand) - The Love of Siam Original Soundtrack (2007). It's such a nice and simple album that I put it on the Top 10 of My Chart :D.
4. Rapalje. I didn't listen much of their songs, but they're very good at folk songs.
5. Qntal. There are very few musicians could do what Qntal do: plays German poems into Industrial Ambient music that are so hypnotizing.
The first two Maná are really good albums IMO. After those two, I didn't care much for what they have done.

I wouldn't call it a masterpiece, but its difficult not to love and admire. Chao sings in at least 5 different languages with a diverse influence of music. This is probably my favourite "party album". Check out Xgau's review: http://www.robertchristgau.com/get_artist.php?id=4519&name=Manu+Chao

I pretty much prefer his previous album Clandestino, which I think it is a great record and his best in my opinion.

Totally agree with you on this issue. Sometimes we can be both arrogant and ignorant for not knowing how many good music is out there.
I'll give a few more suggestions:

Os Mutantes - Os Mutantes (Brazil)
King Sunny Adé - Juju Music (Nigeria)
Nusrat Fateh Ali Khan - Mustt Mustt (Pakistan)
Gultskra Artikler - Kasha Iz Topora (Russia)
Boris - Pink (Japan)
Buena Vista Social Club - S/t (Cuba)
Jorge Ben - Africa Brasil (Brazil)

One thing that bothers me with the greatest albums chart on this site and on pretty much all other greatest albums charts I've come across is the complete lack of any foreign albums on the list. It would be incredibly arrogant to assume that every single one of the best albums of all time comes from the English speaking world and nowhere else, so I would like to hear some suggestions from people about some of the best foreign language albums they know - ones that would be a worthy albums on any greatest albums list.

A few personal suggestions:

Gilberto Gil - Gilberto Gil (1968) <Brazil>
Caetano Veloso - Domingo (1967) <Brazil>
Milton Nascimento - Clube da Esquina (1972) <Brazil>
Victor Jara - Victor Jara (1967) <Chile>
Fela Kuti - Gentleman (1973) <Nigeria>
