I guess they're REALLY not traditionally very good, but they just sound so damn cute! I gotta give it up for the twee singers!

Oh yes, also, it is seriously difficult to dislike Edith Piaf when she does La Vie en Rose, but I haven't really heard much else by her.

I like Janis Joplin, Patti Smith, Exene Cervenka, and I know she's not a great singer but Liz Phair's first album is fantastic.

Aretha's been mentioned several times but would be a worthy winner if there was a poll about it, as would Billie Holiday, Ella Fitzgerald and Nine Simone.

Other candidates include, in no particular order:
Janis Joplin (not a "good" singer in a classical sense, but interesting the same way Dylan is)
Norah Jones (big, sexy voice)
Miranda Lambert (I-don't-take-no-shit voice)
Carole King (sort of a full voice, like singing with a potato in your mouth...but in a good way)
Tina Turner (again, not a great classical voice, but perfect for rollicking R&R&R&B)
Eva Cassidy (another sexy, jazzy voice)
Grace Slick (The JA songs where she contributed to the vocals were always the best. White Rabbit anyone?)
