TBH the racial thing is just something I've noticed amongst my friends. It probably isn't true to any significant extent outside of the people I know. But the vast majority of my white friends love Biggie (and get defensive about him) whilst constantly putting down Pac, and vice versa when it comes to my Asian friends.

On rapping alone Kanye doesn't come into the equation. His production skills, versatility, originality and ability to make a great album make him one of the greatest artists hip-hop has ever seen. As a rapper though, he doesn't even make Top 50.
Nas, to my mind, is the greatest rapper of all time. Not my favourite, but the best. Ghostface is my favourite rapper ever, and probably makes Top 10 in terms of rapping. As an artist again he is better than Nas.
As rappers:
Nas > Big > Ghost >>>>>>>>> Kanye
As artists:
Ghost > Kanye > Nas > Big
It's difficult because everything boils down to personal opinion, but I think you'd be hard-pressed to find any real hip-hop heads who thinks that Kanye is anything more than an average rapper. Average flow/cadence, average lyrics. He's got a distinctive voice, but that's about all.
