My #1, OK Computer, would still probably be #1 if you took off No Surprises. It's my top pick, because it is consistently awesome.

Same thing for me.
In my opinion, most studio albuns are meant to be a piece of art as a whole, not fragmented things. Having one context and most times one recurrent theme (and I'm not talking about concept albums), they should be judged in it's entirety. That's why most critics review albums over songs.

Most albums would remain in the same place because of what I said.
Exceptions are albums that have one key song that would fundamentally change the album.
Caetano Veloso's Transa would surely fall a little on my chart without 'Triste Bahia' and maybe Television's Marquee Moon would fall a bit without 'Marquee Moon' the song.
But, as I said, these songs are meant to be the most powerful piece of the album. It's like taking off The Creation of Adam from the selling of Sistine Chapel.

(as a clarification, I do name the two best and worst tracks off each album on my overall chart, but that's a concentrated effort to pick two. After doing so, I promptly forget the individual songs)

This just made me realize that Foxtrot wouldn't be #1 if "Supper's Ready" wasn't on the album. I don't think it would even be in the top ten. In fact, it would probably only be in the top twenty-five. It would be an EP, and I usually never buy those. Maybe I would've have never bought it. Who knows?
