Hadn't heard Charles until now. I do, somewhere, understand why these two were matched up.
I'm gonna say Richard for now, but it might be a mistake.

This is interesting. Both were pathologically driven, highly versatile geniuses in their own fields. James has probably done the most to influence the genre of electronica out of any other white man, and Mingus is arguably the greatest titan of jazz and downright one of the greatest composers of all time, barring genre. James had his ambient detours, experimental freakouts, and monolith-shattering singles, but so did Mingus. Windowlicker. Hatian Fight Song.
Personal bias says Mingus, but there's really no comparing 'em. Tremendous influence, massive oeuvres, unparalleled talent and capacity to stretch the limits of their field while tapping the intangible emotions that kept their compositions relevant.
