How does one go about and say who has the best chart? Would it be based on similar musical taste?

Yeah pretty much, although for me the best charts are the ones that have further expanded my own tastes, and have given me new favorites.

Other than Scarruffi's chart I like Top 97 Greatest Music Albums by briggs54, Top 100 Greatest Music Albums by Kool Keith Sweat, and Top 100 Greatest Music Albums by Norman Bates I like their overall taste in music especially their jazz selections.
