But popularity is surely just a measure of how popular something is, not how legendary?

You're right, there is no way for you to objectively quantify that Carly Rae Jepsen is a good artist. You don't need to and there's no reason to try.
Some people think she's great, some think she's garbage, some think she's mediocre. All of them are right and all of them are wrong.
I mean, if we're going to use sales to determine what artists are truly great, then I guess we should be talking about how the Backstreet Boys, Shania Twain, and Celine Dion are some of the greatest artists in the history of music.
Nick Drake can suck a nut though, he never sold anything so obviously he's complete and total garbage. _________________ 2023 Chart
