Is tech-noir the same as future-noir? I put one on my list that I wasn't too sure about putting until I saw it tagged as "future-noir" by Allmovie, and I thought that's good enough for me.

future-noir is just a derivative name for tech-noir, so, yes

I looked at the list of "neo-noir" filims on wikipedia, and Zootopia was on the list.
It's totally going on my final list.

L'Argent's an amazing choice. Did consider it for the foreign list I made, but wanted to keep it at 25 and wasn't sure anyone would vote for it. Going to have to add it to my list next time I revise it.
