yeah this q is a joke, pet sounds by miles
if i HAD to pick a least fav on pet sounds, it'd probably be "that's not me" (weird to think of that as a weakest track on an album, right??)
songs that are worse than "that's not me" on sgt. pepper's:
sgt. pepper's

Sgt. Peppers just has more variation in texture and emotion than Pet Sounds. Pet Sounds is wonderful but... it all tastes the same. So I have to pick Sgt. Peppers, even though it does have some bum notes.

Hmmm... I think they aren't really comparable albums. I mean I think they both are fantastic in their own ways.
I find Sgt. Pepper more appealing and way less depressing. Pet Sounds can be really hard for me to listen to at times lyrically (I wasn't made for this world).
As for effort/the genius of them musically, I think they are both comparable, or at least on the same level, whether you like them or not.

Something tells me had this album dropped in 67, we might be having a different conversation. But even then, I think they are just different. But to me this is slightly more comparable to Sgt. Pepper than Pet Sounds. I think the only reason those two albums get compared is because they are generally considered the best efforts from both bands/most critically acclaimed albums from those bands.
Musically I think they have some things in common, but most things not.

I hear what you guys are saying because one is more psychadelic and the other more personal. One thing I think in common is that both bands attempted to make an album based around a single concept. Arguably these were the most focused attempts, both sonically and conceptually, from either band at transcending the usual album form.

Pet Sounds is the most overrated album ever. If anyone thinks that is the best songwriting and best production ever, they couldn't have heard too many albums. It's good, but the Beach Boys are a dime a dozen.
