One of my all-time favorite T.V. shows is "WKRP in Cincinnati"...and one of my very favorite scenes from that show revolved around the playing of this album. (Yes, this YouTube video isn't the best...but, it's the only place you can see the scene the way it was meant to be HEARD. They've now replaced the music in this scene with unknown filler crap because they claim the rights to the music is too expensive).

Because YOU say that "what's important is the overall impression of the album" does not make it so.
For example, the Beatles White Album has no theme and is all over the place with it's many genres, tempos, moods, subject matter, etc.
But the songs on it are awesome.
Thus, the White album, for many people, is a classic album.
Even though the "overall impression" of the White album would leave one unsure weather to kill themselves, kill someone else, have sex in the road, start a revolution, gently weep, or just all around helter skelter.
Having said that, let's take a look at your 65 rating for Animals shall we.
Sheep is 1/4 of the album. Even though there are only 3 animals on Animals. Fine, whatever, Sheep we will say is 1/4 of the album.

O.K. then, we can safely say that Sheep is, on the BEA rating scale, a 100.
Now, for Animals to to be a 65 yet have 1/4 of the album be a 10, the rest of the album, according to you cartoken, is only a 50
So, then you are stating that this song, Dogs, is only a 50, which would make it just another average song.
