Based on your ratings/charts, here's some (I don't have a complete 60's chart either):
Silver Apples - Silver Apples (a more electric The Velvet Underground) https://www.besteveralbums.com/thechart.php?a=3048
Os Mutantes - Os Mutantes (like The Beatles and Frank Zappa) https://www.besteveralbums.com/thechart.php?a=3114
Moacir Santos - Coisas (jazzy/Brazilian combination like the Getz/Gilberto album, not that unlike Miles Davis) https://www.besteveralbums.com/thechart.php?a=44348
Scott Walker - Scott 4 (lush, like The Zombies) https://www.besteveralbums.com/thechart.php?a=246
Gal Costa - Gal (like the more acid moments of Jimi Hendrix and early Pink Floyd) https://www.besteveralbums.com/thechart.php?a=22673

I don't think we can see eye to eye on the 2000's chart, so not much to recommend here:
The Go! Team - Thunder, Lightning, Strike (indie band with a hip-hop sounding production) https://www.besteveralbums.com/thechart.php?a=5580
Rodrigo y Gabriela - Rodrigo y Gabriela (acoustic instrumental rock with a flamenco tinge and covers of Orion and Stairway To Heaven) https://www.besteveralbums.com/thechart.php?a=2954
Extremoduro - La Ley Innata (symphonic/prog hard rock full of leitmotivs, you may want to get a translation of the beautiful lyrics) https://www.besteveralbums.com/thechart.php?a=6718

Based on some of the stuff in your overall chart (Flaming Lips, the clash, yes) these might be worth a punt.
They are both almost entirely unknown.

A few of my favourites that I didn't see on your 00's chart are:

Turn of the Bright Lights by Interpol (their follow-up, Evil, is also really good)

Transatlanticism by Death Cab for Cutie

Neon Bible by Arcade Fire

Era Vulgaris by Queens of the Stone Age

Elephant by The White Stripes

Sam's Town, Sawdust, and Day & Age by The Killers

You already have most of these artists on your chart, so you likely may have listened to them already, but if you haven't, maybe you'll enjoy them!

I find these albums represent the colofrul nature of the 60's the best:

Forever Changes by Love

Odessey And Oracle by The Zombies

Disraeli Gears by Cream

Magical Mystery Tour by The Beatles
