This isn't an exhaustive list, but I'm trying to compile a list of the best cartoons by decade.

Rec me something obscure that lurks in the recesses of your childhood mind.

Missing a couple of my 1990s favourites: Bucky O'Hare and the Toad Wars and Biker Mice from Mars. Also a fan of earlier stuff like Underdog, Hong Kong Phooey, Wacky Races, Top Cat, the latter of which remains very popular in the UK to this day, for whatever reason. And there's some other great Nicktoons that didn't make your list. Then there are some British classics like Danger Mouse and Count Duckula which are worth checking out.

I've watched Biker Mice From Mars, which I file under the "totally radical and bodacious" kind of show. Need to put Street Sharks on there too.

Heard of Bucky O'Hare, but I never watched it. Need to. Danger Mouse as well. Always heard good things about it, but never got around to it.

I'd say Hong Kong Phooey and Wacky Races deserve a spot.

I need to go back and watch of few of the old Hanna Barbera ones that they churned out in the early 60s, Top Cat being one of them.

Not entirely sure why Top Cat took off so thoroughly over here, but they were showing regular reruns well into my childhood, the whole Top Cat gang, including Officer Dibble, have been repurposed to advertise for a large bank in the last few years, and there's a shop around the corner from me called Top Sat which uses his likeness to sell TV parts. Very much a part of the British pop culture furniture. Most British people my age and older (to a point) could recite the theme tune at a moment's notice, I imagine.

Dennis the Menace, Tom & Jerry (that's 50s though right?), Ben 10, Teenage Mutant Ninja Turtles, Action Man

That was a trip down the memory lane lol, I'm not sure if any of those are obscure but it's all the DVDs I have on the shelf behind me.
