This is a very interesting one. I can hardly find anything to latch on to. I know Serge Gainsbourg somewhat and I know Lindisfarne sung a song about Newcastle. You are very eclectic here so I will choose artist at random.

Hey outlaw! Leo Kottke is a "neo-traditionalist-progressive-old-time-country-folk" guitar player generally filed under the "American primitivism" flagship whom I have known for quite some time now, thanks to my uncle who's a sucker for anything folk music-y, be it from England, Ireland, Scotland, or North America. He's also behind my love for Fairport Convention, for instance, and also more neo-trad stuff like Planxty et al.
As far as Kottke goes, his albums are entirely instrumental, and like any other "American primitivist" he's sort of a genius at his instrument (but then again I don't play myself so I'm reflecting a general opinion here) who very often conjures up images of the American wild to me, or of a uchronic landfamr America in which primitive banjo/guitar artists were all jazz-informed virtuosos. He sometimes bores me when virtuosity seems to take the best part of the track, but generally I'm fascinated - if a bit timidly. My rec to you would be his debut,
