The Downward Spiral is definitely their best, The Fragile is second best. They have a lot of great albums actually, I like all of those except for The Slip. Haven't heard Ghosts I-IV.
Not really a huge fan of NIN. I personally feel Ross found the sound he was looking for with his recent scoring of The Girl With The Dragon Tattoo and The Social Network. I really enjoyed those two soundtracks and they are actually my preferred music for essay writing.
Oh yeah, Reznor and Ross' scores for Fincher's last 2 films were amazing. And they are showing contemporary film composers that you don't have to have orchestral scores to make an impressive and effective soundtrack.
