David Bowie is overrated for sure. Riding on the wave of krautrockers and Brian Eno!

I think it's a good album, but just not the greatest thing ever created. I'm rarely in the mood for it anymore though.

Some have been mentioned before, but it may be interesting to see that others share the notion:

Overrated Underrated
Nick Drake
Captain Beefheart
(but the "solo" albums by his Magic Band are really underrated!)
Vashti Bunyan
(great that she's was rediscovered anyway)
Giant Sand
Rufus Wainwright
Radiohead
Adam Green
Talk Talk
David Sylvian
(great Solo debut but then the absence of Mick Karns input became obvious)
Jeff Buckley
Faust
High Llamas

Underrated Overrated
Bee Gees (Disco Phase)
Janis Joplin
Lovin' Spoonful
Grateful Dead
Elvis Presley
Yoko Ono
ABBA
Supergrass
David Bowie (no, he was that great - for many years)
Grandmaster Flash
Jefferson Airplane
Slits

As far as I'm concerned, Radiohead deserves all the attention they recieve. I don't think they are referred to as underrated anyways.

Captain Beefheart definitely falls under that list though.

It's a delicate issue with Radiohead. I think there are many attempts to place them among the "greatest bands of all time" and some people won't stop arguing that way until it happend. It happens unsually now with bands who try to express a kind of solemn despair. But maybe the time is over for Rock bands to be really great in terms of adding something new, doing something which has never been done, finding new terretory. Their opera like gesture make people believe they were such a special band. It happened to U2 and maybe will happen to Arcade Fire in the near future.

In contrast to Radiohead Cpt. Beefheart made really unique records. But he is always mentioned a the "misunderstood cult figure", "the man in Zappas shadow", "the man who deserves greater attention", "the strange genius". Well, he is a integral part of the Rock history, as you wrote. Most of his music was made to reach small audiences, that doen't make his music worse. But he isn't the huge genius that has to be really discovered, much of his music and maybe much of the fascination surrounding him is based in his idiosyncracy, also to be found in his paintings. And his band addded so much to his music, they may be really underrated as I wrote.
