On the My Charts page, now that it shows how many comments and ratings there are for each chart, would it be possible to also have a red notification of new comments and ratings that would turn off once the owner goes to the chart?

Yes, that would be possible. So, if a rating or comment is added after you last visited a chart, that stat is highlighted on the user charts page (or it could indicate when the most recent comment/rating was added e.g. 2 hours ago etc, which would then mean that you don't have to visit the chart to turn off the highlighting).
