Final Fantasy VII is my personal favorite video game for music, but pretty much ever FF game has awesome music. I'd say that Metal Gear Solid has great music as well.
Oh, there are the Guitar Hero/Rock Band games as well, but it's mainly RB with the better soundtracks. GH rely too much on Hard Rock and Metal whereas RB is more diverse.
