Yes, it's like this largely to help prevent gaming e.g people stacking their overall charts with albums from current year which bumps them up year/decade charts (it used to happen here quite a lot). Decade charts for 2020s will be possible quite soon. The scores work like year charts with the proportion of the current decade taken into account (decade charts created for the 2020s created/updated in 2021 will be worth less points than a 2020s decade chart updated in 2028 when there'll be far more albums to pick from etc).
