I noticed on the Overall Chart page you can download a CSV file for the top 10,000 albums.

Is it possible to get one for top tracks, top albums by year, top albums by decade and so forth?

You can get CSVs of the year and decade charts on the year/decade pages. It's not possible to do this for tracks at the moment, but I'll look into adding something.
