It's an outtake from the Racial Draft skit from Chappelle's Show. Here's the whole thing, you just have to fast forward to 6:40

I respect Wu-Tang, but Bob Marley should actually BE IN the top 20. I don't think that there's a single person who can say that they don't like Bob Marley 😄
