These are my top cities, in no particular order.

Berlin
New York
London
Los Angeles
Manchester
Detroit
Cologne
San Francisco
Philadelphia
Dusseldorf (even tho i only know one thing that came from there, but still...)

Vienna, Austria, by far.

Ludwig van Beethoven, Alban Berg, Johannes Brahms, Anton Bruckner, Joseph Haydn, Franz Liszt, Gustav Mahler, Wolfgang Amadeus Mozart, Arnold Schoenberg, Franz Schubert, Strauss, Antonio Vivaldi are the most legendary that composed many masterpieces there, but there are several more "second/third tier" great composers too.

Actually, I always was amazed at the small amount of good music out of Chicago compared to other American cities. Of course, theres some. But not as much as you'd expect from a city that humongous.
