These are my top cities, in no particular order.
Berlin
New York
London
Los Angeles
Manchester
Detroit
Cologne
San Francisco
Philadelphia
Dusseldorf (even tho i only know one thing that came from there, but still...)

Vienna, Austria, by far.
Ludwig van Beethoven, Alban Berg, Johannes Brahms, Anton Bruckner, Joseph Haydn, Franz Liszt, Gustav Mahler, Wolfgang Amadeus Mozart, Arnold Schoenberg, Franz Schubert, Strauss, Antonio Vivaldi are the most legendary that composed many masterpieces there, but there are several more "second/third tier" great composers too.

You forgot about Falco. 
No but seriously... Vienna was the center of music for centuries.
I mean check this list out and this is only one of MANY MANY music halls.

Charlie Parker (although he supposedly hated it here and liked New York a lot more

John Kander (who wrote the musicals Cabaret and Chicago)

Coleman Hawkins
Lester Young (one of the many musicians to go to make great music after being with Basie)
Moondog was born in Marysville, Kansas
Danny Carey from Tool is from Lawrence.
