Debut albums on my chart:
#10 - Is This It (The Strokes)
#13 - Parachutes (Coldplay)
#14 - Third Eye Blind (Third Eye Blind)
#17 - Odbrana i Poslednji Dani (Idoli; well first LP at least...)
#18 - Dummy (Portishead)
#21 - Time (Time)
#22 - Marquee Moon (Television)
#23 - Isn't Anything (MBV; if you don't count any of the previous EPs and mini albums)
#30 - Blue Album (Weezer)
#32 - Silent Alarm (Bloc Party)
#33 - Funeral (Arcade Fire)
#38 - Boy (U2)
#41 - In the Court of the Crimson King (King Crimson)
#44 - Madvillainy (Madvillain)
#45 - Since I Left You (Avalanches)
#52 - Xx (the xx)
#54 - Enter the Wu-tang (Wu-Tang Clan)
... ok there's too many to do the whole thing... But yeah there are many... In plenty of cases I think the artists failed to live up to the greatness of their debuts.
Though in some cases the debuts were the only albums I listened by the band - eg. Television, Bloc Party, Third Eye Blind, ...

I don't know if I'd count artists that really only have a couple releases. So, like, bands like Television and the Modern Lovers and the Sex Pistols have great "debuts," but I mean the Sex Pistols, for one, literally never released another studio album.
Now you look at an artist like Elvis Costello -- an absolutely thrilling debut! And it kept getting better from there!
And then there's a band like the Foo Fighters; with the exception of some real hum-dingers from Colour and the Shape, I really don't think they ever topped their debut album.

It's the highest ranked debut from my chart, but I chose not to include more than one album per artist, and therefore think The Velvet Underground and Nico is a very strong contender. One of those two is the best debut ever according to me.
