Is there any reason for this? Is it to prevent spammy botcrawlers? Otherwise I can't see any reason for why you can't make searches so soon after the last.

yes, mainly, but also to protect the database as searches hit this quite hard.

Yea this has bothered me too. Sometimes I want to make a certain post and before wasting my time to find out that that post already exists, I like to check if it already exists.
The flood interval was 15 seconds, but has now been reduced to 10 seconds (there needs to be a short delay to prevent the database from being hammered).
