yes, mainly, but also to protect the database as searches hit this quite hard.

Yea this has bothered me too. Sometimes I want to make a certain post and before wasting my time to find out that that post already exists, I like to check if it already exists.
The flood interval was 15 seconds, but has now been reduced to 10 seconds (there needs to be a short delay to prevent the database from being hammered).
