Gotta be "Low", with "Ziggy" as a close second. I'm not super big on of his other albums, though there is some really good stuff on quite a few (particular "Scary Monsters" and ""Heroes"").

Ziggy Stardust is his best. But he has so many great albums. His album run in the 70's is one of the greatest ever.

Low and Heroes are strange because they are divided between arty pop on the first side and experimental compositions on the second side. They don't really make great proper albums in the traditional sense. Ziggy Stardust is very good, but it feels too safe. Station to Station is a transition to his later arty period. Scary Monsters incorporates the arty pop into a strong, consistent record full of terrific songs.

Low is definitely my favorite. Not only are the stylistic choices the shit (I'm really into the whole electronic/Eno/Krautrock shit as of late), but melodically it's his most consistent, I think (esp. side 1).

Unrated: I haven't heard them, or too long ago.

I voted for Hunky Dory, seeing that Low seemed to get a lot of (deserved) acclaimed, and I can't really decide between those two.

It's an amazing career. Bowie pretty much walked on water for more than ten years.
