If we're not counting albums considered rock operas, then for me the best is Welcome to My Nightmare.

Brilliant tone throughout of not only loss but also moving on in life.
Since it's based on the suicide of his sister as well, it hits particularly hard.

Rock Operas are concept albums. Anyway, nice start to your chart.

Depends what you count as a concept album, but The Wall is into top 10, so il go with that.

Definitely the wall for me. Though favorites of mine also include Tommy, Aqualung, The Moon & Antarctica, and (and I'm surprised I'm the first one to bring this up) Hospice
