So as you may remember from the Feel-Good Thread of the Summer 2011 or from existing on this forum, Oasis is not even a contender in the real Battle of Britpop. So let's try to make this contest a little more fair:

I think Suede and The Verve could also be mentioned.
That being said, I'd probably still vote Pulp anyway.
I'm under the impression that you're a Blur fan, Alex (judging by Milky the milk carton, which is awesome btw, I love that music video). Blur is pretty good too, but I've never been swept away with Blur the way I have with Pulp. Different Class is amazing, and with songs like "Common People", "This Is Hardcore", "I Spy", and "Sunrise", I can't deny that I love Pulp. Unfortunately, I haven't listened to all that much that either Blur or Pulp has to offer, but I've listened to a pretty similar amount of both, and I have to say that Pulp it is. "Common People" is probably my favorite anthem from the 90s. _________________ 51 Washington, D.C. albums!

Anyway, Pulp at their best are better than Blur at their best, but Blur were better for longer, if that makes sense.
As for Suede and The Verve; lol, just lol.

They're easily in my top ten. Graham's solo work is high up there too. _________________ kill yr idols

Pulp is overrated and so is blur, but I voted Blur.
BUT, the best britpop band is Supergrass, just saying.

I rank both highly, but I go with Pulp. They are one of the greatest pop bands of all time and while they didn't have the major changes in sound Blur had, they mastered pop in ways few bands ever have. Few bands have written about sex or politics in such an intelligent way and "Common People" is my #2 song of alltime.. I rank their last 4 albums highly. Jarvis Cocker is also one of my alltime favorite front men.

Blur have the best discography of the 90's (yes I'm including Pavement, The Flaming Lips, Built To Spill, Bjork, ATCQ etc etc) so them.
