Reflektor is a great record but it is not the best album of 2013.
I think that the reason why it's rated as # 1 of 2013 is because:
1) It carries the fame of Arcade Fire, so all their fans just put it in a pedestal and give it great reviews, just because it is a record by Arcade Fire, but not because of its own merits.
2) The Best Ever Albums website is overpopulated by indie fans and that distorts the results. In most magazines and websites, the Arcade Fire record does not rank as high as Random Access Memories by Daft Punk and Modern Vampires of the City by Vampire Weekend. I agree that the aforementioned records are stronger than Reflektor.
Conclusion: The Best Ever Albums Website is too biased and that is becoming a weakness of this site if you are looking for more objective opinions.

I'm actually quite impressed at how you started off by making a point I completely agree with and still managed to make me hate you by the end of your post. Now that's good going.

Have you looked at the overall chart lately?
But yeah, every source will be biased in some way. There's no such thing as an objective take on music, just an aggregate of subjective judgements. If your point is just that BEA could stand to have a more diverse userbase, then I doubt you'll get much argument from the folks here.

Aw, come on guys, he's just trying to make a point that has been discussed before and has since been forgotten, albeit structured in the most confusing way possible. B++ for effort? _________________

It started off well, and then you started talking about indie fans liking the indie sensation of Reflektor and not the non-indie* Modern Vampires, and then started talking about factual opinions.
Yay for juxtapositions.
