Personally, I find OKC to be fucking amazing, the techniques they used in the making of that album boggle my mind today. It's an incredibly complex masterpiece IMO. Nevermind on the other hand, is just striaghtforward guitar rock(although it's still awesome and on my chart). AS for the 2nd part of your statement, that all comes down to preference, although I don't think I've ever heard it called "unquestionably the best album ever"
Well, both are in my top 20, so I obviously like them. I find Nevermind to be a much more enjoyable album to listen to.
All albums are overrated, in my opinion. If they don't place exactly on the spot I have them on my chart, then they're overrated, unless they place far below it (e.g. OG: Original Gangsta, Bang bang, Source Tags and codes, and etc.), then they are underrated, but then I have those albums which are fairly close (e.g Moon and Antarctica, Remain in light, In the court of king crimson, and etc.) to which people typically slate them to be and I think that they're fine as far as being overrated and underrated goes.
So overall, almost everything is overrated or underrated, but a few aren't
