There are several types of "feeling down" and there are good albums for every type. Here's what I can think of, represented by what I would be saying at the time.
"JESUS FUCKING CHRIST WHAT IS THIS WORLD?! *scream vowels loudly*"

"Why would she do this to me?"
"I want to drown (out the world and outside noise)" Variable, these are the go-to choices though.

"I need a happiness boost"

"It's dark outside, and it's been a long fucking day"

EDIT: "Fuck you all, fuck you all nine times"

This is the only pop choice that comes to mind, then we have classics like

One good thing about a Greatest Hits Album, is that (a) the songs are all hits, which means they appeal to a wide popular base and therefore will tend to be feel-good songs, and (b) you are already familiar with all the songs, so you can sing along and feel better for doing so.
My favorite Greatest Hits:
Journey
Beach Boys - Endless Summer
Creedence Clearwater Revival - Chronicle Volume I
ABBA - Gold; ABBA - More Gold
REO Speedwagon - The Hits
Other albums that make you feel good.
Beatles - any, but I think Sgt. Pepper brings me the most joy, especially side two.
B-52's - Good Stuff
They Might Be Giants - Flood
Mika - Life In Cartoon Motion
Supertramp - Breakfast In America
Chumbawamba - Tubthumpin'
That aught to be enough to get you started. I think I'm in the minority on BEA in that I tend to prefer sanguine music to melancholy, but that's just me.
I rather listen to particular songs, not necesarry happy lyrics but uplifting stuff, here are a few in my playlist
Blind Melon - 'No Rain'
Van Halen - 'Jump' (not happy lyrics)
David Bowie - "Heroes"
Sigur Ros - 'Hoppipolla'
Queen - 'Don't Stop Me Now'
Passion Pit - 'Sleepyhead'.
Bon Jovi - 'Livin' On A Prayer'
Oasis - 'Acquiesce'
Hall And Oates - 'You Make My Dreams Come True'
Coldplay - 'Yellow'
Smashing Pumpkins - 'Today'
Arcade Fire, 'Rebellion - Lies'
Fleetwood Mac - 'Go Your Own Way' (not at all happy)
Beach Boys, 'Wouldn't it be Nice
Primal Scream - 'Movin' On Up'.'
Elbow - 'One Day Like This'
The Beatles - 'Here Comes The Sun'
This shit get you going no matter how sad you are _________________ "Hurry Up, We're Dreaming"
Well, the first step in getting out of a depressing mood for me is accepting it. If it's ridden with angst or suicidal thoughts I'll listen to Nirvana, preferably:

If it is ridden with sadness, then I turn to the Smiths, usually either Meat is Murder or:

I then follow this with a healthy dose of Paul Simon. I absolutely love Paul Simon and if you speak ill of him I will punch you in the face. (You can still critique his music, that's fair, I guess) This album always brings a single tear to my eyes and then reminds me to find joy in the things around me:

Or if it's not that serious, and I just need to vent out the things that bring me down then I'll listen to:

Ok, superpersonal time is over.

Anything by Petra really helps me. Not only religiously, but the music itself really helps me in troublesome times. For all I know, the songs themselves could be about pineapples and I'd still feel good. Most notably the album Unseen Power.
And there's Hayden's Blue. If I feel down, the album sends me right back up like a bullet.
While I usually listen to sad music when I'm down (I believe in 'misery loves company' literally), I would say that my feel good album is "Midnite Vultures" by Beck.
