I'm a bit surprised at this statement since your overall chart is quite diverse and certainly not a typical one.
You probably don't need the lecture, but just in case, I look at it like this. Instead of comparing it directly to Fiona Apple, I'd compare other hip hop albums to other hip hop albums. So far, there hasn't been a hip hop album that could match anything like A Piece of Strange, Atliens, M.I.A. or Imperial for a few examples. So none of them are perfect IMO, but Fetch the Bolt Cutters is a perfect album for its style, and so is NO DREAM by Jeff Rosenstock. So those two are the top two. Basically, Fiona Apple's new album is a better pop album than the hip hop albums are hip hop albums.
If you need to look at another chart for some examples, I'll show you mine. Since it's not perfected or complete yet, I'd prefer if you withheld commenting and voting, but I won't stop you in case you have any recs.
But this year has still been a good one for hip hop. I'm still looking forward to the new Clipping. I heard there was a limited pre-release, and I haven't found the album anywhere yet so I'll wait for October 23.
