We cab debate such a list all day, but most of the artists on the OP's list are indeed pretty horrible. Agree that some don't belong... Duran Duran honestly wasn't a bad band at all IMO. But in his opinion they are, which is fine.
Having a worst list isn't nearly as tragic as members who fly around rating bands and albums they don't actually know just to seem knowledgable, pad their own user stats and degrade bands they don't know just to make their own faves look better. We can pretend those people aren't here but it's clear they are lurking. To me that is this site's version of a crime.
The worst bands are usually the ones that end up being ultimately forgotten. Here's some losers from just the 2000s that might send some chills down your spine when you remember them. Most of these are worse than 90% of OP's list.

I think the OP's criteria is pretty spot-on. Of course there are millions of bands that are worse than the ones listed, but it's not such a bad thing because no one likes them anyway.
Anyway, I think Nickelback is a disgrace to music.

I think a mix of them being made one of the poster boys of the "Hot Topic" culture, their fans, and their booming popularity. Just like the huge cross-section of people that believe that Green Day is complete garbage. Which is pretty misguided, because I think it's pretty clear that bands like MCR, Fall Out Boy, Panic at the Disco, and latter Green Day get a bad rap because of the culture. While they aren't among the greatest bands in the world, they are head and shoulders above all those bands I listed earlier. Hell, Fall Out Boy is actually pretty catchy.
