Perfect does not mean that every album is a gem, but at least worth a listen. The artist must have more than one album.

Radiohead without Pablo Honey would be an obvious choice.
Arcade Fire are pretty consistent with their quality.

Guided by Voices! They're pretty consistent...

In actual seriousness though the only band I can think of is Jellyfish. Would have loved to hear more from them (maybe someday)

Joy Division definitely comes to mind, but they only made 2 studio albums, so not sure if they should be considered.
