The top two are easy:

Bob Dylan
John Lennon

On the second tier, the order is arbitrary:

Colin Meloy
David Bowie
Lou Reed

These folks are also great, but my opinion is only based on one or two albums at the moment:

Jeff Mangum
Nas
Van Morrison
Fiona Apple
Tom Waits

4. Van Morrison
5. Fiona Apple
6. Wayne Coyne
7. Robyn Fenty
8. James Mercer

^ this is just off the top of my head though. If I decided to spend ages doing this it would probably be quite different.

I like James Murphy too, but I'm unsure whether or not to count him as a great lyricist. His lyrics are so simplistic but resonate with me a great deal. I suppose that's his genius; the ability to say as much as possible in as few words as possible, without sounding trite.
