Think this might be helpful:

Rank points gained through main charts = 100 ∙ (1 – (r – 1) ÷ n)

Rank points gained through decade charts = 20 ∙ (1 – (r – 1) ÷ n)

r = rankposition in the chart
n = number of entries in the chart

Are decimal numbers a part of the calculation in the rank score system?

yes, decimals are used in the calculation (and when determining the overall ranks) but they are not displayed on screen.
