Hard to define overrated on this site since we all tend to have good taste. However, watching MTV and VH1 as a kid taught me that Nirvana, Pearl Jam, REM, Soundgarden, Alice in Chains and the Smashing Pumpkins are the best bands of the decade. Before I found this site I had never heard of Guided By Voices, Red House Painters, Spiritualized, Built to Spill, Tortoise... So in my own little world those bands are underrated but most everyone here loves them. Nick Cave and the Bad Seeds released five completely different but totally respectable albums that I'd put against just about any band's best 5. PJ Harvey is also quite good. Again, these aren't names anybody who comes here isn't familiar with but considering they're all superior to Nirvana and have every right to be considered so, they're quite underrated in the grand scheme of things. I think most regulars would even agree that most all of these artists have at least one album that should be in the overall 100. If you're looking for something a little deeper I don't consider myself an expert (yet) but Sepultura is a great band.

Radiohead, U2, and Nirvana. There are still people on the planet who dislike these bands, so they count as underrated. This is objective fact.

Off the top of my head, Stereolab get my vote. The mid-90s was their golden period.

For me, Polvo is probably the most underrated band from the 90s.
