Hard to top Omar Rodríguez-López, of At The Drive-In and Mars Volta fame.
In addition to the above, Bosnian Rainbows, & Antemasque, his solo project has churned out over 40 albums since the mid-2000s, over 20 of which have been in the last two years.

The only one I wouldn't consider a prolific of this list is Paul Simon considering he's had a 50-year career he's only made a handful of albums. I mean Studio albums, only about eight or nine I think

Im not sure, but it might be a jazz or country artist that have had one of those long careers and worked in the days when artists were under contract to make more than one album per year.I know back in the 60s and 70s most country artists put out two or three albums per year, For example, Loretta Lynn has made 54 studio albums. And Conway Twitty has made 67 Studio albums
