Often good melodies can cover-up poor lyrics. Sometimes good lyrics can overcome poor melodies. Great songs usually have both great lyrics and melodies.

Most important: Rap
Least important: Jazz, obviously.

Sometimes the lyrics make the songs, like Bob Dylan, Leonard Cohen...
Sometimes it doesn't matter so much (Metallica)
