No way on earth I can compare them. Two completely different (great) bands.
That said, I'd vote for the Who.

I also can't compare their music, but both bands are brilliant. I, personally prefer the Pink Floyd catalogue more, because I'm more into psychedelic rock (early Piper, Saucerful of Secrets) and later, art rock (until The Wall), but I'd prefer the Who over Rolling Stones or Led Zeppelin any time.
So this time my vote goes to Pink Floyd.

Pink Floyd might be the more artistically developed band but the Who just grabs my attention more. It's a pretty difficult comparison anyway. The Who is a fun, powerfull rock band while Pink Floyd has very creative and unique albums.

The original version of Pink Floyd with Syd Barrett is superior. Not much a fan of later Floyd except "Animals". Not much of a Who fan; some songs were and are overplayed to the point I have to skip them if I listen to a Who album.

I love Floyd and they have at least 3 seminal albums (and I'm not even counting The Wall here)
. . . but . . .
Nobody can wail like Daultrey,
Nobody can bang the skins like Moon,
and in the biggest discrepancy here, Nobody can manipulate four thick strings like Entwistle!
