This one has way more substance to it than Parklife... Not that Parklife is bad, but 13 is deeper.

I used to prefer this album, but I probably prefer Parklife now. TBH, Modern Life Is Rubbish through to this was a pretty solid run, especially for a band tainted with the label "Britpop". There were some truly awful bands that came under that banner (see: Oasis, Suede, Cast, Elastica, Ocean Colour Scene, Dodgy, Shed Seven, Menswear, Supergrass, etc.).

On topic: 13 and Parklife are both outstanding music records

Off topic: Oasis and the first two albums of Suede are not awful "Britpop" (the others mentioned are)

I think I only originally bought this CD on the strength of the Coffee and TV video, but I've grown to enjoy it a lot more recently. I'd put it third behind Parklife (obviously) and self-titled (my American bias is strong here.)

I'd agree with your assessment of most of those bands... (especially since you probably got saturated even more-so in the UK). Oasis, Suede, and Elastica d'oh! especially.

...except for Supergrass. I've always had a soft spot for them.
