@JMan Tempo changes build up adrenaline and atmosphere. Generally in underground gigs people look for crescendos, tempo changes, and additional instruments to add more atmosphere to the gig. Not just live though, in studio it will build up a hell of a lot more excitable atmosphere.
Anyway, I can only really speak in terms of live music. When there is a change in the song live, the crowd will go mental. It's like their opium.
