For some reason, people compare this to "Sound And Vision" by David Bowie. I don't really why so many comparisons are being made, especially since these guys HATED the idea of "Rock nostalgia" back in 1993. The lyrics are obviously from Richey Edwards, hence the "stub cigarettes out on my arm" lyric.
