To me these artists fall into at least 3 categories:
1. Artists in their prime who stop recording for internal reasons, not external ones.
2. Bands who break up and reunite.
3. Artists who are commercially unsuccessful and get a second chance when they're rediscovered.
For me, category #1 is the most interesting, because the artists had a choice, even if they might've not felt that way. Two really famous examples of #1:
Guns 'N Roses - The Spaghetti Incident (1993) / Chinese Democracy (2008)
D'Angelo - Voodoo (2000) / The Black Messiah (2014)
There are famous examples in literature: William Gaddis, Thomas Pynchon etc.

There might be a fourth category: Artists who have always recorded infrequently because that's just how they choose to operate. An example would be a The Blue Nile. As I understand it, they had no interest in performing or touring, and I presume had other means of supporting their lives, and therefore had the luxury of recording when they felt like it, or were happy enough with the results.

Good point! The pioneering experimental ensemble Musica Elettronica Viva released 2 albums in 1969, didn't release another album till 1990 (jazz saxophonist Steve Lacy's on it) and then didn't put out another album that wasn't archival material till 2005.
