Is Naples for or against? I was compltely lost with the line but looks like Bork understood it. But I can't tell if it was a "no" no or a "don't go there" no. I'm so confused here.

Although a larger sized brain has on average a larger surface area, so although there are numerous exceptions the capacity of a larger size brain is generally higher than that of a smaller size brain if you compare across species.

Of course I do. I also believe that Americans and English have pretty much identical brain size on average, which is why I answered Naples question with a No. If the comparison was made on the average brain size the value to compare with would be the same for both nations and that would be unfair to the UK who has only one fifth of the population yet has managed to put out a lot more than one fifth as much good music.
